The Stanislaus County 1964 Ban on Cardrooms
On the November 3, 1964 ballot, Stanislaus County residents
had the opportunity to ban cardrooms in the unincorporated area
of the county. This was the territory outside major incorporated
cities. At the time, there were only two such cardrooms, whose
owners were H.L. Francis and Merrill D. Price. The proposition on
the ballot made it illegal to participate in or operate a gambling
house, where any game played with cards, dice, dominoes or any
devices for money or representative value, excluding private or
licensed clubs.
