Do it if the dealer's card is a low one and you're holding a card of the same value, if his card is an A-K and again, you're holding a similar card or if the dealer's card is lower than the value of your fourth highest one and the dealer's rank doesn't match yours. Otherwise, if you have less than an A-K, for instance, fold.
Aside from these important issues, money management is also very important in order to win. This is what makes different strategies exist and as long as you play correctly, they can all work. But if you don't have a strategy at all, you will be one of the many easy targets casinos have.
